This module uses CDN by default, including the library files on the libraries folder will include them from local instead, see: https://www.drupal.org/node/3099614

The structure recognized would be:

- libraries -- bootstrap_multiselect --- js ----- bootstrap_multiselect.min.js --- css ----- bootstrap_multiselect.min.css
