Web components are the future. Not layout systems, not template engines, not endless twig and tpl files. Webcomponents.org is an emerging web industry standard to replace all of that. This module allows your front end people to develop exclusively in things like LitElement and to have no knowledge of Drupal to do work for Drupal.

Why doesn't this get updated often?
It's simple. When you go web components, there's very little that Drupal's actually doing other than pointing to the appropriate entrypoint file. As a result, you have less Drupal code and more front-end assets. You might wire a simple-img tag into your twig templates, but the definition hydrating is what brings it to life and there's very little involved in making that happen.
